Who Will Fall First?

At first glance, this puzzle looks simple. Four people are in dangerous situations, and the question asks: Who will fall first?

But once you look closer, the image becomes much more interesting. Every character is connected to another person or object, and one small action could trigger a chain reaction.

Understanding the Scene
The picture shows four numbered characters:

Person 1
Person 1 is hanging from a rope and cutting it with scissors. At first, this seems like the obvious answer because cutting the rope would immediately cause someone to fall.

However, notice carefully: the rope he is cutting appears to be connected to Person 2 rather than directly supporting him.

Person 2
Person 2 is suspended in the air by the same rope system. If Person 1 cuts the rope completely, Person 2 would lose support and drop.

Person 3
Person 3 is kneeling on a hanging wooden platform while holding a saw. The platform itself is suspended by ropes. Even though he has a saw, he is not currently cutting the platform or ropes. So for now, he remains stable.

Person 4
Person 4 is standing on the very top of an unstable ladder while painting. The ladder is leaning at a dangerous angle, but nothing in the image suggests it is moving yet.
